NVOCC

Also called: Non-Vessel Operating Common Carrier

A carrier that issues its own bills of lading and assumes responsibility for ocean carriage without operating vessels, buying space from shipping lines and reselling it to shippers. In the US, NVOCCs are licensed or registered with the Federal Maritime Commission and may file manifest data with CBP.

In practice

The NVOCC's house bill is often the document customs matches to the entry, so its data must agree with the commercial invoice.
