Catch-all control
Also called: end-use control · catch-all clause
An export control that requires a licence for items not listed in control lists when the exporter knows, or has been informed by the authorities, that they are or may be intended for weapons of mass destruction, military end use in embargoed countries or other sensitive purposes. The EU dual-use regulation, the US EAR and UK law all contain such provisions.
In practice
Unlisted goods can still require a licence, so customer and end-use due diligence is needed even for ordinary products.
