Dual-use goods
Also called: dual-use items · çift kullanımlı eşya
Goods, software and technology that can be used for both civil and military purposes, such as certain chemicals, electronics, sensors and encryption. Their export is controlled under international regimes and national lists, in the EU by Regulation (EU) 2021/821 and its Annex I, and in the US under the Export Administration Regulations.
In practice
Exporting listed items without a licence is a criminal offence, and catch-all clauses can apply even to unlisted goods if the end use is suspicious.
