End-user certificate
Also called: end-use statement · son kullanıcı belgesi
A document in which the buyer or final user of controlled goods states the end use, the end user and commitments not to re-export without permission. It is often required to support an export licence application for military or dual-use items.
In practice
Licensing authorities can refuse applications without credible end-user documentation, so collecting it early avoids delays.
