Harbor Maintenance Fee

Also called: HMF

A US fee of 0.125 percent of the value of commercial cargo loaded or unloaded at certain US ports, used to fund harbour maintenance. It applies to ocean shipments and is reported on the entry summary; air and land shipments do not pay it.

In practice

The mode of transport changes US import fees, so sea freight carries this cost on top of MPF.
