Circumvention
Also called: anti-circumvention · evasion · dolanma
Changing the pattern of trade to avoid a trade-remedy duty without real economic justification, for example by assembling goods in a third country or slightly modifying them. Authorities can extend the duty to the third country or modified product after an anti-circumvention investigation; the US also pursues duty evasion through EAPA investigations.
In practice
Buying from a new country of supply that has just started exporting a product under duty elsewhere invites scrutiny, so origin evidence must be solid.
