Column 2 rates
Also called: non-NTR rates · statutory rates
The duty rates in the second column of the HTSUS, applied to imports from countries that do not have normal trade relations with the United States. They are generally much higher than General rates; currently Cuba and North Korea are listed, and Russia and Belarus have been subject to them since normal trade relations were withdrawn in 2022.
In practice
Origin determination is critical for goods with any Column 2 link, because the rate difference can be several times the normal duty.
