Customs union
Also called: gümrük birliği
An arrangement in which members remove duties between themselves and apply a common external tariff to the rest of the world. Goods in free circulation in one member can therefore move to another without origin rules. The EU is a customs union, and Türkiye forms a customs union with it for industrial goods.
In practice
In a customs union the decisive question is customs status, not origin, which is why goods are moved under documents such as A.TR rather than origin proofs.
