Preference utilisation
Also called: preference utilisation rate · PUR
The extent to which imports eligible for preferential tariff treatment under an agreement actually use it, usually measured as the share of eligible imports entered at the preferential rate. Low utilisation often reflects the cost of proving origin or lack of awareness.
In practice
Checking utilisation in import data often uncovers duty that could be saved with existing suppliers.
