Scope ruling
Also called: scope determination
A determination by the US Department of Commerce on whether a particular product falls within the scope of an anti-dumping or countervailing duty order. Scope is defined by the written product description in the order, and HTS numbers listed there are only for convenience.
In practice
Classification under a different HTS number does not take a product out of an AD/CVD order, so a scope ruling may be needed for borderline products.
Applies to: USA
