Secondary valuation methods

Also called: fallback methods · alternative valuation methods

Methods used when transaction value cannot be applied, in a fixed order: the value of identical goods, the value of similar goods, a deductive value worked back from the resale price, a computed value built up from production costs, and finally a reasonable fall-back method. The importer may ask to reverse the deductive and computed steps in many jurisdictions.

In practice

Consignments without a sale, such as free samples, leased goods or intra-company transfers without a price, need one of these methods to be documented.
