Customs representative

Also called: customs broker · customs agent · gümrük müşaviri · direct representation · indirect representation

A person appointed to act on another's behalf in dealings with customs. Under direct representation the representative acts in the name and on behalf of the client, who remains the declarant; under indirect representation it acts in its own name and shares liability. In Türkiye, licensed customs brokers (gümrük müşaviri) perform this role, and in the US customs brokers must hold a CBP licence.

In practice

The type of representation decides who is liable for the customs debt, so it should be written into the contract with the broker.
