Harmonized System Convention
Also called: International Convention on the Harmonized Commodity Description and Coding System · HS Convention
The WCO convention, concluded in 1983 and in force since 1988, under which contracting parties agree to base their tariff and statistical nomenclatures on the HS at the six-digit level, including the General Interpretative Rules and legal notes. It is amended periodically to produce new HS editions.
In practice
Because all major trading partners apply the same six-digit structure, a code researched in one country is a strong starting point in another.
