Insufficient operations
Also called: minimal operations · insufficient working or processing
A list in preferential origin rules of simple operations that never confer origin on their own, whatever the tariff shift or value added, such as packing, labelling, simple mixing, sorting or preservation during transport. Most agreements also treat a combination of such operations as insufficient.
In practice
Repacking or labelling goods in a partner country does not make them originating, even if the paperwork suggests a change of heading.
