Product-specific rules of origin
Also called: PSR · list rules · liste kuralları
The rules listed by HS chapter or heading in an annex to a trade agreement that state what processing is needed for a product to originate. Typical forms are change of tariff classification, value-content thresholds and specified manufacturing processes, sometimes offered as alternatives.
In practice
They are where origin is won or lost, so the correct HS code of both the product and the inputs is needed before origin can be determined.
