Safeguard measure
Also called: safeguard · korunma önlemi
A temporary restriction, such as extra duty or a tariff quota, applied to imports of a product from all sources when a sudden increase seriously injures domestic producers. Unlike anti-dumping, it does not require unfair pricing. WTO rules limit duration and require gradual liberalisation.
In practice
Safeguards on steel in the EU, UK and Türkiye operate through country-specific quotas, so timing and quota balances decide the duty.
