Pan-Euro-Mediterranean Convention

Also called: PEM Convention · PEM · Pan-Avrupa-Akdeniz Sözleşmesi

A regional convention that brings together common preferential rules of origin for the EU, EFTA, Türkiye, the Western Balkans, Ukraine, Moldova, Georgia, the Faroe Islands and Mediterranean partners, allowing diagonal cumulation across them. A revised version with more flexible rules, such as wider tolerances and full cumulation, entered into force on 1 January 2025.

In practice

Which version of the rules applies depends on the pair of countries and the agreement text, so exporters must check whether both partners apply the revised rules.

Applies to: EUTürkiye
