Revised PEM rules of origin
Also called: transitional PEM rules · revised PEM Convention
The modernised set of origin rules under the Pan-Euro-Mediterranean Convention, which introduced more flexible product rules, higher tolerance, full cumulation and duty drawback in many cases. They replaced the transitional rules that partners had applied bilaterally while the convention amendment was being adopted.
In practice
Exporters in the PEM zone should check which rule set applies with each partner and adjust proofs of origin and supplier declarations accordingly.
